About Angela M. Turner Consulting
Angela M. Turner Consulting (AMTC) is an independent evaluation and capacity-building firm that brings a best-practice approach to program development, implementation and evaluation. AMTC recognizes that successful program implementation comes from combining the right people, the right processes and the right technology. AMTC leverages the broad experience of its founder, Ms. Turner, along with experienced independent evaluators and strong program and evaluation staff to implement best practices and robust, user-friendly technology.

meetingMs. Turner has more than 27 years of experience in government-related reform management, planning and program administration, capacity building and technical services, and outcomes evaluation. She and her team provide the expertise needed to allow program managers to concentrate on program delivery and to learn how to improve those programs through results of effective evaluation.

Convenient, User-Friendly Technology Gives Program Directors Confidence in the Numbers

AMTC recognizes that technology to support program delivery and evaluation must be designed to be flexible to meet changing program needs, easily accessible by all partner sites (i.e. web-based), and user friendly to ensure timely and consistent data entry. In 2007, AMTC engaged Two Islands Solutions to develop a best-of-breed online tracking and reporting system.

The Online Participant Tracking System (OPTS), which is currently used by 11 organizations and in 24 projects, enables users to quickly and accurately monitor compliance. The system allows users to enter data on program participants and provides a central repository of data to enable evaluation staff to analyze outcomes.
